مجلس الشعب يناقش مطلع آذار منح الأم السورية جنسيتها لأبنائها وجرائم الشرف

علمت سيريانيوز أن مجلس الشعب يعتزم مطلع آذار المقبل مناقشة مشروع قانون يجيز للأم السورية منح الجنسية لأبنائها ومشروع تعديل قانون العقوبات بما يلغي المادة التي تعطي الأسباب المخففة لمرتكبي ما يسمى “جرائم الشرف”.

وقال عضو مجلس الشعب محمد حبش لـسيريانيوز إن “بعض البرلمانيين سيتقدمون مطلع آذار المقبل بصيغة معدلة لمشروع قانون يقضي بمنح الجنسية السورية للذين يولدون من أم سورية بعد لحظ مآخذ الحكومة على المشروع الأول”.

وكانت الحكومة رفضت نص القانون في صيغته الأولى معتبرة أنه يتعارض مع مقررات الجامعة العربية فيما يتعلق بعدم توطين أو منح الجنسية للاجئين الفلسطينيين بما يضمن لهم حق العودة إلى وطنهم فلسطين المحتلة.

وأضاف حبش أن “مشروع القانون المعدل لم يذكر استثناء الفلسطينيين من أحكامه صراحة إلا أنه أكد على عدم تنافي مضمونه مع مقررات الجامعة العربية”, مشيرا إلى أن “هذا يعني عدم إمكانية إعطاء الأم السورية جنسيتها لأبنائها الفلسطينيين”.

ويعطي القانون السوري الجنسية السورية للذين يولدون من أب سوري فيما يحرم من يولدون من أم سورية حيازة الجنسية, وذلك على عكس ما هو قائم في العديد من دول العالم.

وتعتبر قضية حق الأم السورية في منح أبنائها الجنسية مثار جدل بين العديد من الحقوقيين والاجتماعيين وعدد لا يستهان به من أصحاب هذه المعاناة, حيث يعتبر أبناء السورية التي تتزوج من غير سوري أجانبا ولا يتمتعون بأي حقوق يتمتع بها المواطن السوري.

وفي سياق آخر, كشف حبش عن عزمه “تقديم مشروع قانون في أول آذار المقبل إلى مجلس الشعب يعدل بمقتضاه قانون العقوبات بما يلغي العمل بالمادة 548 والتي تأخذ بالأسباب المخففة لجرائم الشرف”, مشيرا إلى أن “التعديل سيلحظ أيضا تشديد العقوبات التي تنص عليهما المادتين 473 و474 من قانون العقوبات والمتصلة بجرائم الزنا مع المساواة بين المرأة والرجل في هذه العقوبات”.

وتنص مواد قانون العقوبات الخاصة بتجريم الزنا على عقوبة المرأة الزانية من ثلاثة أشهر إلى سنتين فيما يقضى بالعقوبة نفسها على شريك الزانية إذا كان متزوجا وإلا فالحبس من شهر إلى سنة, فيما يعاقب الزوج بالحبس من شهر إلى سنة إذا ارتكب الزنا في البيت الزوجي أو إذا اتخذ له خليلة جهارا في أي مكان كان، وتنزل العقوبة نفسها بالمرأة الشريك.

وأشار حبش إلى أن “هناك من يدعو إلى إبقاء المادة المتعلقة بجرائم الشرف بحجة عدم التشجيع على الزنا والفحشاء، إلا أنه بوجود عقوبات قانونية صارمة على مرتكب الفحشاء والتزاني يمكن إلغاء المادة 548 التي تأخذ بالأسباب المخففة لمرتكب هذه الجريمة”.

ويستفيد, وفقا للقانون السوري, من العذر المحل من فاجأ زوجه أو احد أصوله أو فروعه أو أخته في جرم الزنا أو في صلات جنسية فحشاء مع شخص أخر فأقدم على قتلهما أو ايذائهما أو قتل أو إيذاء احدهما بغير عمد, فيما يستفيد من العذر المخفف في حال فاجأهما في حالة مريبة.

واعتبر حبش أنه “آن الأوان للتخلص من مادة تحل القتل بغير حق”, مشيرا إلى أن هذه المادة تتنافى مع العقل والمنطق والشرائع السماوية والشرف وبالتالي تتنافى مع النواميس الإنسانية”.

وشهد العام الماضي انعقاد الملتقى الوطني الأول حول جرائم الشرف برعاية حكومية حيث دعت التوصيات الختامية التي وافق عليها رجال الدين الحاضرين دون تحفظ إلى “تشديد عقوبة الزنا للرجل والمرأة على قدم المساواة، وتعميم فتاوى تحرم ارتكاب جرائم الشرف، ومنع استفادة مرتكبيها من العذر المحلل أو السبب المخفف للعقاب”.

ووفق أرقام قدمها ممثل إدارة الأمن الجنائي في الملتقى فإن عدد الجرائم التي وقعت في سورية بدافع الشرف وصلت إلى 38 جريمة من أصل 533 جريمة قتل حصلت في العام 2007 .

ووصلت جرائم الشرف حتى الشهر الثامن من العام الماضي إلى 29 جريمة شرف, وسجلت محافظة إدلب أعلى نسبة من جرائم الشرف بواقع 22% ثم محافظة حلب بـ 15%.

You know, Hamas might not like me, HezbAlla might not like me either, and maybe some Palestinians might not like me too, hell, some leftits, Anarchists and LFTBQs dont like me at all for supporting “islamic” groups, but who says that I should be liked by the people I support? I support resistance, period. I support people’s right to self-determination, period. If Arab leaders and Arab armies have done their duty and lauched a war on the Zionist state we wouldnt have seen alternative armies like those of Hamas and Hezbolla in the first place. If we have seen the Arab countries supporting Hamas and Hezbolla we wouldnt have seen Iran doing it. I am not threatened by Islam, Muslims, or Islamic militarilty groups, I am threatened by Zionism, by occupation and by apartheid. If you can’t get that, I don’t think you cant get anything about our region.

Organize for boycott Israel Global Day of Action on 30 March 2009

In December Israel is going to celebrate its colonial establishment on Palestine. The Secretariat of the Palestinian Boycott, Divestment and Sanctions National Committee calls us all to unite our different capacities in a Global Day of Action in solidarity with the Palestinian people [and for the sake of justice] and for Boycott, Divestment and Sanctions (BDS) against Israel on 30 March 2009:

The mobilization coincides with the Palestinian Land Day, the annual commemoration of the 1976 Israeli massacre of Palestinians in the Galilee in struggle against massive land expropriation, and forms part of the Global Week of Action against the Crises and War from 28 March 28 to 4 April.

On 30 March BDS actions will particularly focus on:

* Boycotts and divestment from Israeli corporations and international corporations that sustain Israeli apartheid and occupation.
* Legal action to end Israel’s impunity and prosecute its war criminals through national court cases and international tribunals.
* Cancelling and blocking free trade and other preferential agreements with Israel and imposing an arms embargo as the first steps towards fully fledged sanctions against Israel.

We, the students of NYU, declare an occupation of this space. This occupation is the culmination of a two-year campaign by the Take Back NYU! coalition, and of campaigns from years past, in whose footsteps we follow.

The occupiers demand to establish a student elected Socially Responsible Finance Committee in which
the first two orders of this committee will be:

a) An in depth investigation of all investments in war and genocide profiteers, as well as companies profiting from the occupation of Palestinian territories.

b) A reassessment of the recently lifted of the ban on Coca Cola products.

- Annual scholarships to be provided for thirteen Palestinian students, starting with the 2009/2010 academic year. These scholarships will include funding for books, housing, meals and travel expenses.

- The university to donate all excess supplies and materials in an effort to rebuild the University of Gaza.

Since 10pm Wednesday night the third floor of the Kimmel Student Center at New York University has been occupied by more than 70 NYU and non-NYU students. Originally present for the first few hours of the occupation I had to leave for personal reasons, but it is still going strong and spirits are very high. It was recently announced the head of NYU university relations has cut his vacation short and is flying back home. They’re clearly worried.

This is in direct solidarity with the many occupations occurring recently across the globe, from Greece to Britain to the New School and the University of Rochester.

There are 13 demands relating to NYU investments in war profiteers and occupation, the cost of tuition, the lack of transparency and the lack of respect for NYU workers.

Queer activists call for boycott of Tel Aviv film festival

Queers Undermining Israeli Terrorism (QUIT!), a San Francisco Bay Area solidarity group, is calling on international Lesbian, Gay, Bi, Trans and Queer filmmakers not to participate in the Tel Aviv International LGBT Film Festival this June. QUIT!’s call for filmmakers to respect the cultural boycott of Israel initiated by more than 100 organizations of Palestinian civil society. The call has been joined by members of South West Asian and North African Bay Area Queers (SWANABAQ) and a founder of Trikone, the largest South Asian LGBT organization in the world.

One filmmaker has already notified festival organizers of his decision not to participate. Maher Sabry, director of the Egyptian film Toul Omry (All My Life), wrote: “It would be hypocrisy of me to call for boycotting the Egyptian government for mistreating gay men and not to call for boycotting Israel for the mass punishment of innocent Palestinian civilians for assault by few militants.” Sabry added, “One day, I dream to screen Toul Omry in the Holy Land, when it becomes a place of peace, when Jews, Christians, Muslims and others can live as equal with same rights, when there are no refugee camps, no religious or ethnic discrimination, no land-confiscation, tree-burning or house-demolition, no bloodshed and mass punishment, no injustice, no militants and no military aggression.”

The Palestinian Campaign for the Academic and Cultural Boycott of Israel was launched in Ramallah in April 2004 by a group of Palestinian academics and intellectuals to join the growing international boycott movement. International signatories include filmmakers Sophie Fiennes, Ken Loach, Haim Bresheeth and Jenny Morgan, writers John Berger, Arundhati Roy, Amiri Baraka, Naomi Klein and Eduardo Galeano, and musicians Brian Eno and Leon Rosselson.

In a letter to British director Shamim Sarif, whose film I Can’t Think Straight has already been accepted by the Tel Aviv festival, QUIT! stated, “As queer people, we know that mainstream media and organizations don’t tell the full story of our lives, and frequently present outright lies that once accepted become difficult to refute. One example of this practice is the conscious public relations campaign presenting Israel as the ‘only democracy in the Middle East,’ and specifically representing it as a haven for LGBT people … LGBT Palestinians living in the occupied territories, like straight Palestinians, are denied their basic human rights.”

Tinku Ishtiaq, a founder of Trikone and previous co-chair of the International Gay and Lesbian Human Rights Commission also wrote to Sharif: “Just as the international boycotts against South Africa during its apartheid era were helpful in finally bringing about the downfall of Apartheid it is hoped that similar boycotts against Israel would bring about the change that is necessary for Palestinians to survive … I believe that our rights should not supersede the rights of other oppressed groups. Your participation in the Tel Aviv film festival would be particularly sad for gay human rights activists who are struggling for Palestinian rights.”

QUIT! and its allies are asking international filmmakers to write to festival organizers notifying them that they will not submit their films or accept invitations to participate until Israel meets its obligations under international law. Israel is currently in violation of more than 80 United Nations resolutions, including Resolution 242, which affirms the right for the refugees to return home.

“Israeli queers are oppressed for their sexuality and gender identity, just as queers in every other country are,” said QUIT member Kate Raphael. “For the last several years their pride parades have been violently attacked by religious Jews. LGBT organizers in Israel should support the Palestinian boycott, which will lead to a more just society for everyone in the area. They should not ask international queers to break the boycott to participate in their event.”

QUIT! is a grassroots nonviolent direct action group based in San Francisco that has been active against war and occupation since early 2001.

The University of Minnesota is bringing the Batsheva Dance Company of Tel Aviv to Minneapolis [tonight] for one performance. This is a violation of the 2004 Palestinian call to “comprehensively and consistently boycott all Israeli academic and cultural institutions”and the 2005 call of 171 Palestinian civil society organizations for broad boycott, divestment and sanctions (BDS) against Israel. This dance company is funded by the Israeli government and is considered a “leading ambassador” of the Israeli government, by the Israeli government.

Several of Batsheva’s members are serving Israeli reservist soldiers. An atypically high number of reservist units in the Israeli army were deployed in the Gaza Strip-where an indisputable slaughter was carried out, with terrible stories published even in mainstream sources.

Bringing Israel government-funded, dancing Israeli soldiers to town after the gratuitous massacre of Gazans is utterly unacceptable.

Batsheva is described as “perhaps the best known global ambassador of Israeli culture” by the Israeli government and its self-description often includes the phrase that “Batsheva is proud to be considered Israel’s leading ambassador.” How does Batsheva reconcile its international mission as an artistic ambassador with the reality of the racist, militaristic, and expansionist state that it represents?

Tulkarem to boycott Israeli goods starting 1 March

Tulkarem – Ma’an – The city of Tulkarem will begin a total boycott of Israeli goods starting March, the chamber of commerce announced Thursday.

The chamber, in conjunction with several local merchants and organizations, decided to launch the campaign, called “Keeping Tulkarem Clean of Israeli Goods.” The city will have assistance in organizing popular awareness of the efforts from coordinators from the popular anti-wall campaigns including Jamal Jum’ah.

Member of the local coordination committee Jamal Barham stressed the importance of unifying efforts to ensure the success of the campaign. This will include helping shop owners identify non-Israeli goods to replace common items like milk, flour, juice and chocolate.

The goal of the Tulkarem project is to increase the production of Palestinian goods from supplying 15% to 25% of consumer goods in Palestinian areas. They anticipate that this jump will provide at least 100,000 jobs in the production sectors.

Palestine is the second largest consumer of Israeli goods and imports 2.6 billion US dollars of Israeli made products per year.

French academics join the call to boycott Israel

Israel’s impunity must end

Reports have made it clear that Israel’s actions in Gaza amount to war crimes: a population denied all possibility of escape or self-defense has been starved, deprived of medical care, and massacred beyond the view of the media. Images and accounts of the results of these actions are now reaching us, and they are frankly unbearable. It is not a matter of “excesses” committed by a few soldiers, but rather of a deliberate policy that borders on ethnic cleansing. To quote a letter signed by 300 British-based academics and published in the Guardian January 16, “The goal of this war has never changed: to use overwhelming military power to eradicate the Palestinians as a political force, one capable of resisting Israel’s ongoing appropriation of their land and resources.”

Israel’s impunity must end. Neither humanitarian aid nor a call to extend the ceasefire will suffice. The blockade of Gaza must be lifted and Israel, together with its political and military leaders, must be tried for war crimes. We ask the French government and the French population to take all practical measures to force Israel to accept these demands, and, first of all, to define and apply to Israel a program of boycott, divestment, and sanctions.

We who have signed this text commit ourselves to cease all collaboration with Israeli institutions participating in the occupation, and declare our solidarity with those who in Israel struggle courageously for the human, social, and political rights of Palestinians.

Ever since it announced to widespread applause its decision to divest from the Israeli occupation, Hampshire College administration is being hammered by the Israel lobby’s flak machine led by Zionist fanatic Alan Dershowitz (best known for his academic malpractices) who is threatening the institution with withdrawal of funding, unless, Inside Higher Ed reports, ‘Hampshire resolves any ambiguities and clearly states that it rejects student efforts to divest from the Jewish state. “What they have to do is make it impossible for the students to plausibly be able to declare victory,” said Dershowitz, whose son went to Hampshire.’ But Hampshire students are standing strong (here they are in their own words). 1) E-mail the administration and the President to voice your concern over their refusal to own up to the divestment decision. Express your disappointment that President Hexter has done nothing to condemn Alan Dershowitz’s threatening phone calls to SJP’s spokespeople (see update on website). Forward your letters of congratulations that you sent to us to them too. Make sure they know that divestment is not just a college—it’s a movement!

Hello, my name is _____. I am calling/e-mailing to express my congratulations to Hampshire College for your historic decision to divest from the Israeli Occupation. This move should be an example to all institutions of higher learning across the world.

However, I am disappointed that the administration has been trying to distance itself from the decision and de-politicize the powerful statement that divestment sends. In your response to the Student’s public campaign, you have repeatedly insisted that the divestment decision had a “variety of reasons” for going through, and that it had no regional or political significance. However, the length & intensity of the campaign that the Students for Justice in Palestine have run makes it clear that it was their efforts that brought this divestment to the table. I sincerely hope that you will reconsider your position on divestment and express your support for the students’ efforts in an official statement soon.

Lastly, your failure to condemn the threats Alan Dershowitz has made towards SJP’s spokespeople is deplorable. Dershowitz has called for a boycott on the College and you have still maintained your “neutral” position, hurting the students, the college, and yourself. I urge you to protect your students and their right to speak out on this monumental occasion.

1-Edinburgh University Occupation for Gaza


Statement from the occupying students:

On the morning of Wednesday 11th February Edinburgh University students occupied the George Square Lecture Theatre. We have acted against the university because of its financial and commercial links to the apartheid state of Israel, in addition to its unacceptable silence in response to the Gaza conflict, described by the UN President of the General Assemby, Miguel d’Escoto Brockmann, as “genocide”. We will sit-in until the heads of the university agree to the following demands…

Broadly, we demand that our university demonstrate what should be its inherent opposition, as an educational institution, to Israel’s illegal and shameful behaviours.

2-King’s College Occupation in Solidarity with Gaza:

“The college has agreed to a series of measures to directly address the current crisis in Gaza, including the provision of scholarships for those directly affected by the crisis, and the donation of educational resources to institutions in Palestine”, said Mido Khan on behalf of the student protesters. “In addition, the college has acknowledged the scale of discontent that the award to Peres has generated among the student population, particularly considering the award in the context of what has happened recently in Gaza.” The students agreed to cease their occupation after college management agreed to publish a statement outlining the position of the College on these issues and the humanitarian measures undertaken in the wake of the occupation.

“This signals the reintroduction of student activism as a powerful agent for political change, and shows us that if we make a stand then we can make a difference”, said Hesham Yafai.

3-LSE Occupation in Solidarity with Gaza!

A spokesperson for the group said:

“Nothing we could have said or done would have been enough given the scale of the suffering inflicted on the people of Gaza by the Israeli military but we have achieved a huge victory for Palestinian students and for student activism. That we pressured LSE Director Howard Davies into issuing a public statement is a massive success but given the LSE’s history it shouldn’t have taken an occupation to achieve this. We look forward to meeting the new Palestinian students that our successes on application fees and scholarships will bring to the LSE.

4-Sheffield Hallam Free Gaza Movement

Following the actions of Sheffield Hallam students and workers from around the city who voted to occupy the tenth floor of the Owen building to make practical demands of the university in solidarity with Palestinians and to condemn the actions of the Israeli state, the Sheffield Free Gaza Movement was formed to build initiatives and campaigns and continue to put pressure on the university management to fulfil the demands of the occupation.

5-Oxford Occupation in Solidarity with Gaza!

OXFORD UNIVERSITY STUDENTS OCCUPY BUILDING IN SOLIDARITY WITH GAZA

In the first week of term, over 80 Oxford University students occupied the historic Bodleian building to demand that the university release a statement condemning the attack on Gaza and cancel the lecture series at Balliol College inaugurated by Shimon Peres.

Students organised the sit-in after attending an emergency meeting in Oxford organised to discuss the war on Gaza and the precarious ceasefire. Members of the University entered the Clarendon building and sat down at 1200, British time, on Thursday 22nd January. Their demands were presented to University officials, and by 7pm the same day they acheived victory, putting an end to the occupation after reaching a successful agreement with the university.

6-Queen Mary Occupation

We as students of Queen Mary are occupying lecture room FB 1.13 in the College to protest against the recognised war crimes in Gaza committed by the Israeli Government, and to show our solidarity with the oppressed peoples in the region. We are pursuing this course of action to maintain the momentum of other student protests in Universities across the U.K.
As students of this institution, we unreservedly object on moral grounds to the University’s failure to boycott goods supplied by companies who fund military operations in Gaza.
Furthermore, we have strong reasons to believe the University is financially involved with arms dealers GKN and Cobham. We find this morally unacceptable and ask for complete transparency on the part of the University regarding any investments in the arms trade. It will be our policy to seek to expose this issue and open it up for debate within the College.
We sincerely regret any inconvenience caused to either staff or students at our College; however, we have been motivated to act on the basis of our moral convictions.

7-Goldsmiths Occupation for Palestinian Scholarships

Goldsmiths will establish 4 scholarships, covering the cost of taught postgraduate tuition fees, to be awarded to students who come from all and any part of the world which is affected by oppression, persecution, political or military strife such that their human right to education is denied to them.
Goldsmiths will work with its students and other interested parties to establish a charitable trust to raise funds to support the costs of these students’ study - accommodation, travel and living expenses. In the early years of the charity’s operation, if it cannot raise sufficient funds to cover the costs, Goldsmiths will provide funds to enable the students to study at Goldsmiths.
Two of the four scholarships will, for the ten years from 2009-10 until 2018-19, be reserved for students from Palestine. Before the 2019-20 scholarships are advertised, there will be a review, which will include asking the student body (and making its assent a necessary condition) to determine whether and for how long the reservation of 2 scholarships for Palestinian students should continue.
Goldsmiths will work with Al-Quds Open University and Birzeit University, with which we already have strong academic links, in identifying suitable candidates. The selection panel to agree the criteria for the scholarships in the first instance, and to determine who receives the scholarships on an annual basis, shall comprise a student representative chosen by the students, an academic staff representative, and a Pro-Warden.

8-SUSSEX OCCUPATION

Over 80 University of Sussex Students have occupied a major lecture theatre in solidarity with Palestine under siege.

Motivated by the escalating crisis in Gaza, University of Sussex students have issued a set of demands to the University management calling for immediate action. The occupation is a response to recent Israeli military assault on Gaza. We stand in solidarity with the School of Oriental and African Studies, the London School of Economics, King’s College London, Birmingham and Essex Universities. 10-Leeds Uni Occupation

In response to our demands, the University made the following concessions:

On Monday, the Vice Chancellor issued a public statement in which he “expressed his dismay at the conflict and the loss of life in Gaza and Israel.” The University has declared that it is “agreeable in principle to facilitating schemes to provide surplus educational materials to Palestine…and that it will discuss with LUU (Leeds University Union) ways of extending opportunities for Palestinian students to study at Leeds.” The University has also stated that it will review its socially responsible investment policy and that it will accept a list of roughly a dozen companies which concern us most and they will inform us whether they do or do not invest in the aforementioned companies. We will actively pursue all of these concessions to ensure that they are followed through.

11-Occupation Nottingham

We demand:
1 STATEMENT - That the University issue an official statement to the press condemning the recent and continuing atrocities perpetrated by Israel in the Gaza Strip, acknowledging particularly the effect on educational institutions, such as the bombing of the Gaza Islamic University.We demand:
The University should officially denounce the attacks on civilians, the systematic obstruction of humanitarian aid and the targeting of academic institutions, hospitals, places of worship and international peace keeping facilities. The University should encourage other universities to make such statements, as well as informing the UK and Israeli governments.

نص البيان الختامي لمنتدى بيروت العالمي للمقاومة ومناهضة الامبريالية والتضامن بين الشعوب والبدائل

قصرالاونيسكو - بيروت 16-17- 18 كانون الثاني -2009

بمبادرة من المركز الاستشاري للدراسات والتوثيق وبالتعاون مع التجمع الوطني لدعم خيار المقاومة في لبنان والحملة الدولية ضد الاحتلال الاميركي والصهيوني (مؤتمر القاهرة) والمنتدى العالمي لمناهضة الامبريالية والتضامن بين الشعوب (مؤتمر كالكوتا-الهند) وحملة “أوقفوا الحرب” (لندن). ومشاركة حوالي أربع مئة وخمسين هيئة دولية وعربية وشخصيات وحركات اجتماعية من 66 بلداً، انعقد في قصر الاونيسكو – بيروت, منتدى “بيروت العالمي للمقاومة والتضامن بين الشعوب ومناهضة الامبريالية والبدائل” وذلك في 16-17-18 كانون الثاني 2009.

وجسّد المنتدى الذي مُثِّلَت فيه أميركا الجنوبية وآسيا والشرق الأدنى تمثيلاً ضخماً روح مركز القارات الثلاث.

وقد جاء هذا المؤتمر متزامناً مع العدوان الإرهابي الإجرامي الذي قامت به “إسرائيل” ضد الشعب الفلسطيني في غزة ، وفي وقت يمر فيه العالم بأزمات مالية واقتصادية وسياسية ناجمة بالدرجة الأولىعن سياسات الحرب والهيمنة، ليؤكد على إمكانية قيام عالم آخر بديل تسوده مبادىء احترام الإنسانية جمعاء والدفاع عن المستضعفين والمقهورين في العالم.

في الحقوق والمبادئ:

يؤكد المنتدى على اهمية الحقوق الأتية في بناء عالم بديل:

* حق الشعوب بالمقاومة بوصفها مبدأً وخياراً وثقافة لا يمكن المساومة عليها، ورهانا أساسيا لانعتاق الشعوب ورفض سياسة الأمر الواقع التي يفرضها النظام الدولي، والسبيل الرئيس لحماية المنجزات الاجتماعية.
* إن معركة المقاومة في مواجهة الاحتلال هي جزء لا يتجزأ من المعارك التي يخوضها أحرار وثوار العالم لمواجهة الامبريالية والنيوليبرالية، وسياسات العسكرة والهيمنة، وتدمير المنجزات الاجتماعية التي تحققت عبر مسار يزيد على مئتي عام من النضال المطلبي.
* التأكيد على حق الشعوب بالسيادة على ثرواتها الطبيعية وعلى أدارة شؤونها وفق مبدأ التضامن بين الشعوب والعمل على تشكيل بدائل في مواجهة دكتاتورية الأسواق وسياسات هدر الحقوق من قبل بعض المنظمات المالية الدولية.
* حق الشعوب بالسيادة الغذائية والصحة والتعليم والإبقاء على هذه الحقوق خارج اعتبارات السوق، وأن تشمل الممارسة الديمقراطية الجانب الاقتصادي.
* رفض التنميط الفكري والثقافي، والاعتراف بحق الاختلاف الثقافي والعقائدي.
* أن تطوير وتعميم مناهضة العولمة النيوليبرالية، والاتجاه نحو عالم أكثر تضامنا وإنسانية، يفترض عدم الركون إلى هيمنة الدول الصناعية الكبرى، والعمل على بناء محور آخر بين شعوب الشمال والجنوب ( أميركا الجنوبية، المنطقة العربية الإسلامية، آسيا، أفريقيا )، للوصول إلى علاقات متكافئة على المستويين السياسي والاقتصادي.

في المقررات والتوصيات:

إذ يحي المشاركون في المنتدى المقاومة الفلسطينية وصمود أهل غزة، فإنهم يدينون “إسرائيل” على إرهابها المستمر وجرائمها المتمادية وانتهاكها للأعراف والقيم الإنسانية ويدعون في هذا المجال إلى ما يأتي:

1. فرض عقوبات صارمة على “إسرائيل”, من بينها: قطع العلاقات وإلغاء المعاهدات وفرض حظر على بيع السلاح وصولاً إلى المقاطعة الشاملة.
2. دعوة الاتحاد الأوروبي إلى وقف التعاون الاقتصادي والسياسي والثقافي مع “إسرائيل” وإلغاء الاتفاقات معها.
3. دعم الرئيس الفنزويلي هوغو شافيز والرئيس البوليفي موراليس في خياراتهما الحاسمة في دعم حق الشعوب بالمقاومة.
4. إعادة الاعتبار إلى قرار الأمم المتحدة 3379 الذي يساوي بين الصهيونية والعنصرية والعمل على طرد “إسرائيل” من الأمم المتحدة.
5. عقد مؤتمر دولي لتوثيق جرائم الحرب والجرائم ضد الإنسانية والبيئة التي تقوم بها “إسرائيل” ومحاكمة قادتها جماعياً وإفراديا، لاسيما على جرائمها في غزة وجنوب لبنان.
6. دعم المقاومتين اللبنانية والفلسطينية في مواجهة الاحتلال الصهيوني ، والمقاومة العراقية في مواجهة الاحتلال الاميركي .
7. متابعة وتفعيل الرأي الاستشاري الصادر عن محكمة العدل الدولية بخصوص جدار الفصل العنصري في الأراضي الفلسطينية.
8. التأكيد على متابعة محكمة الضمير العالمية لاقامة دعاوى جزائية بحق مجرمي الحرب الاسرائيليين في الدول الأوروبية والأميركية.
9. قيام رابطة برلمانية عالمية للدفاع عن حقوق الشعوب في المقاومة وتقرير المصير ومقاومة العدوان، وتفعيل الأطر البرلمانية القائمة وتوسيعها والدعوة إلى الانتساب إليها.
10. إنشاء شبكة إعلامية من اجل الحقيقة هدفها تعميم المعلومات عن جرائم “إسرائيل” بعدة لغات.
11. العمل على ملاحقة الدول والشركات التي تبيع أسلحة إلى “إسرائيل”، ومحاكمة القيمين عليها، وكذلك الدول التي تسهل نقل هذه الأسلحة.
12. إطلاق حملة دولية لإعادة إعمار غزة ورفع الحصار عنها وإطلاق الأسرى.

كما اتفق المنتدون على ما يأتي:

1. رفض الاتفاقيات والسياسات الدولية التي تسمح بتحكم الشركات الكبرى بأسواق الغذاء.
2. التأكيد على أن قضية الفقر والجوع هي قضية سياسية بالدرجة الأولى, ولا يمكن معالجتها إلا وفق أسس جديدة لإدارة الموارد الطبيعية تستلهم القيم الاجتماعية والثقافية والدينية ولا تخضع لعوامل السوق.
3. التأكيد على أهمية التجارة المتكافئة والتعاون الشامل بين دول الجنوب.
4. إيجاد إطار عالمي للتنسيق بين الهيئات المحلية لتعزيز التنمية وتوثيق الدعم المتبادل أثناء الحروب العدوانية والأزمات.
5. التصدي للمحاولات الأميركية والصهيونية لإفراغ القانون الدولي العام والإنساني وحتى الداخلي من محتواه وخاصة ما يتعلق منه بتأييد قضايا الشعوب وحقها في تقرير مصائرها. وحماية المقاومة والحض على مساعدتها ورفض وسمها بالإرهاب وكذلك الحماية من جشع الشركات متعددة الجنسية
6. دعم حق إيران في امتلاك برنامج نووي سلمي حسب المعايير الدولية.
7. رفض السياسة الأميركية القائمة على التهديد بالحرب خاصة ضد إيران واستهداف سوريا والسودان عسكرياً واقتصادياً.
8. دعم الشعب العراقي في مقاومته الاحتلال والحفاظ على وحدته وحريته وتحرير معتقليه.
9. حق الشعب الافغاني في مقاومة الاحتلال الاميركي والاطلسي وحريته وحقه في تقرير المصير.
10. الدعوة إلى فك الحصار عن كوبا وإطلاق سراح الأسرى الكوبيين الخمسة في السجون الأميركية. ووقف استهداف فنزويلا وحركات التحرر في أميركا.
11. الدعوة الى أوسع مشاركة في اجتماع دوربان الثاني الذي سيعقد في نيسان 2009 في جنيف، وإلى أوسع مشاركة أيضاً في مؤتمر القاهرة الذي يعقد في أواخر آذار 2009.
12. يطمح المشاركون الى تحويل منتدى بيروت العالمي الى منتدى دائم ينعقد بشكل دوري ً.

US lawyers report on Israeli crimes in Gaza

We are a delegation of eight American lawyers, members of the National Lawyers Guild (NLG) in the United States, who have come here to the Gaza Strip to assess the effects of the recent attacks on the people, and to determine what, if any, violations of international law occurred and whether United States domestic law has been violated as a consequence. We spent five days interviewing communities particularly impacted by the recent Israeli offensive, including medical personnel, humanitarian aid workers and United Nations representatives. In particular, the delegation examined three issues: 1) targeting of civilians and civilian infrastructure; 2) illegal use of weapons and 3) blocking of medical and humanitarian assistance to civilians. This delegation is seriously concerned by our initial findings. We have found strong indications of violations of the laws of war and possible war crimes committed by Israel in the Gaza Strip. We are particularly concerned that most of the weapons that were found used in the 27 December assault on Gaza are US-made and supplied. We believe that Israel’s use of these weapons may constitute a violation of US law, and particularly the Foreign Assistance Act and the US Arms Export Control Act.

A report of our initial findings will be compiled and submitted to, among others, members of the United States Congress. We intend to push for an investigation by the United States government into possible violations by Israel of US law. We also hope to contribute our finding and efforts to other efforts by local and international lawyers to push for accountability against those found responsible for the egregious crimes that we have documented.

Irish Trade unionists launch boycott of Israeli goods

ICTU President Patricia McKeown led the Middle East visit that involved 11 senior members of the umbrella group representing trade unions across Ireland, including 36 trade unions with 250,948 members in Northern Ireland.

The delegation met Israeli trade unionists and politicians, plus Hamas political leaders, but said they were shocked by the conditions they found in Palestinian areas.

“I was profoundly shocked by what we found,” said Ms McKeown.

“I didn’t expect the denial of human rights and the discrimination to be so evident and to be an obvious part of daily life… To see unemployment on the West Bank rising to 80%, to see people having to get up at three in the morning, and virtually sleep outside the the army controlled crossings in order to get into work - that’s something we didn’t expect to see.”

[...] Ms McKeown said her colleagues were deeply shocked by the conditions they saw in the Palestinian areas they visited and felt compelled to push for international action, with talks already under way with trade unions in Britain and the United States.

Sinn Fein President Gerry Adams told today’s event:

“Since the visit by the ICTU delegation, Gaza has been the target of an all-out military assault by Israeli forces. Over 1,300 people were killed, many of them children… Unless the international community and that includes the Irish government, the British government, the EU and the US government exercises its considerable influence and authority, any relaxation of the current assault on Gaza will only bring a short respite for citizens there.”

محمد حبش: الحكومة رفضت المشروع خشية تسلل توطين الفلسطينيين من خلاله.

علمت سيريانيوز أن أعضاء في مجلس الشعب يستعدون لتقديم مشروع قانون معدل يقضي بمنح الجنسية السورية للذين يولدون من أم سورية بعد أن رفضت الحكومة مشروعا سابقا قدم إليها.

وقال عضو مجلس الشعب محمد حبش في تصريح لـسيريانيوز يوم الثلاثاء إن “الحكومة وقفت ضد مشروع القانون الذي قدمناه سابقا حول إعطاء المرأة السورية الحق في منح الجنسية لأبنائها”, مشيرا إلى أن “الرفض الحكومي جاء على خلفية ما اعتبرته تناقضا مع قرار لجامعة الدول العربية وافقت سورية عليه ويقضي بعدم منح الجنسية للفلسطينيين”.

وكان 10 من أعضاء مجلس الشعب, بينهم حبش, تقدموا بمشروع قانون أواخر العام الماضي يتضمن منح الجنسية السورية للذين يولدون من أم سورية, حيث يعطي القانون السوري الجنسية السورية للذين يولدون من أب سوري فيما يحرم من يولدون من أم سورية حيازة الجنسية, وذلك على عكس ما هو قائم في العديد من دول العالم.

وكشف حبش عن عزم الأعضاء الذين تقدموا بمشروع القانون السابق “التقدم بمشروع قانون جديد ينص على منح الأم الجنسية السورية لأبنائها بما لا يتعارض مع قرارات الجامعة العربية”, مشيرا إلى أن ” المشروع الجديد سيتلافى مأخذ الحكومة على المشروع القديم والقائم على خشية تسلل توطين الفلسطينيين من خلاله”.

وترفض سورية كما هو الحال بالنسبة لكل الدول العربية توطين اللاجئين الفلسطينيين على أراضيها احتفاظا بحق العودة لهم إلى أراضيهم التي نزحوا منها بعد الاحتلال الإسرائيلي لها.

وأعرب حبش عن أمله أن” لا تعارض الحكومة مشروع القانون الجديد”, مشيرا إلى أن “هذا القانون سيرفع الظلم عن المرأة السورية ويمكنها ويعطيها حقها”, مشيرا إلى أن ” السوريين ملتزمون بقرارات الجامعة العربية إلا أننا بإمكاننا من خلال تعديل مشروع القانون إعطاء الأم السورية المتزوجة من أي شخص غير فلسطيني حق إعطاء الجنسية لأبنائها”.

وتعتبر قضية حق الأم السورية في منح أبنائها الجنسية مثار جدل بين العديد من الحقوقيين والاجتماعيين وعدد لا يستهان به من أصحاب هذه المعاناة, حيث يعتبر أبناء السورية التي تتزوج من غير سوري أجانبا ولا يتمتعون بأي حقوق يتمتع بها المواطن السوري.

وتطالب سوريات ممن يعانين من هذا الأمر بحقهن في نقل الجنسية السورية إلى أولادهن أسوة بما هو قائم في العديد من دول العالم، وخاصة في الغرب، حيث يتزوج بعض العرب من أجنبيات بغية نيل الجنسية لهم ولأولادهم من بعدهم.

دعوني أفهم ذلك جيّداً, أنا أملك الجنسيتين, السورية والأمريكية, إن تزوّجت من فلسطينيّ, تخوّلني الحكومة الأمريكية أن أعطي الجنسية الأمريكية لأطفالي بينما لا تخوّلني حكومة “بلدي” أن أعطي الجنسية السورية لأطفالي, أي أنّ أطفالي لن يكونوا سوريين بل أمريكيين, ذلك أنّ جامعة الدول العربية ترعى حقوق الفلسطينيين جيّداً وتخشى على حقّ العودة.

إذن توطين الفلسطينين هو خطر فقط إن مورس في الدول العربية وخطر فقط إن كان التجنيس من قبل إمرأة, أي إن تزوّج ذكر سوريّ من أنثى فلسطينية ماعاد الأطفال فلسطينيين, هم سوريين, والأمر ليس نفسه إن تزوجت السورية فلسطيني, فالأطفال ماعادوا سوريين, بل هم فلسطينيين. هيك سبحان الله حسب قواعد الجنس هذه في بلداننا.

أيّ بلد لا تعامل أطفالي مثلي ليس بلدي, وبالتأكيد, ليس “وطني”.

القناة الأيطالية تجري إستطلاعا حول السؤال التالي: من الذي انتهك حقوق الإنسان بين الأطراف التالية:

1-إسرائيل باستعمال القنابل الفسفورية. هناك أدلة كافية لإدانة اسرائيل.

2-حماس باستعمال دروع بشرية. [؟] أين الدلائل التي تدعم هذه المقولة الخسيسة؟ لا يمكن لمقاوم أن يختبئ, لا يمكن لمقاوم يضحي بحياته من أجل الناس أن يختبئ وراء الناس.

3-الإثنان. [؟]

4-لا احد. [؟!]
